This is for a LOB application and we need to understand what is causing the utilization to be maxing out like this. The server is on standard with 200 DTUs and not in an elastic pool. I deactivated start up applications (although there are only 6-7), rebooted, and CPU 0 is still running at 100%, with an average 8-14% CPU usage in total.
